On 11 June 2026 Agência Nacional de Vigilância Sanitária(ANVISA), Brazil published Resolution of the Collegiate Board No. 1,030 on 11 June 2026, amending the Annex to RDC No. 529/2021. The resolution internalizes MERCOSUR/GMC Resolution No. 07/25, updating the list of substances prohibited in personal hygiene products, cosmetics, and perfumes. The update adds several boron compounds (including boric acid, borates, and their derivatives), certain polyurethanes, ketoconazole, methylene chloride, Butylphenyl Methylpropional, and Hydroxyisohexyl 3-cyclohexene carboxaldehyde to the prohibited list. It also introduces amendments and exclusions of other substances such as benzoyl peroxide, methyleugenol, hydroquinone, and azelaic acid. Manufacturers have a 12-month transition period to adapt existing products, with an extended 18-month period for products containing Butylphenyl Methylpropional and Hydroxyisohexyl 3-cyclohexene carboxaldehyde. This resolution aims to strengthen consumer safety by aligning Brazilian regulations with updated Mercosur technical standards on prohibited substances in cosmetic products. Non-compliance may result in sanitary infractions under Brazilian law
