On 15 May 2026, National Medical Products Administration (NMPA) of China issued Announcement No. 48 of 2026, incorporating three newly revised standards into the Technical Specifications for Cosmetic Safety (2015 Edition). The standards, covering o-phenylphenol and its salts, Acid Purple No. 43 (CI 60730), and mercury and its compounds, were drafted by the NMPA and approved by the Chairpersons’ Meeting of the Cosmetics Standardization Technical Committee. The revised standards replace the corresponding provisions currently contained in the 2015 edition of the specifications and will be integrated into the relevant chapters of the regulatory framework governing cosmetic safety in China. To facilitate compliance, the NMPA established phased implementation timelines. The standards for o-phenyl phenol and its salts and Acid Purple No. 43 (CI 60730) will take effect on 1 June 2028, while the revised standard for mercury and its compounds will become effective on 1 July 2026. The authority clarified that cosmetics already produced or imported before the implementation dates may continue to be marketed until the end of their shelf life. Registrants, filers, and manufacturers are encouraged to adopt the revised requirements ahead of the mandatory compliance deadlines to ensure a smooth regulatory transition and continued product safety compliance.
