On April 13, 2026, the National Medical Products Administration (NMPA) announced the fourth dynamic adjustment to the Catalogue of Used Cosmetic Raw Materials under the framework for managing cosmetic ingredients. The update includes the addition of snow lotus callus powder, a new cosmetic raw material whose three-year safety monitoring period has been completed and evaluated as compliant with the Regulations on the Supervision and Administration of Cosmetics and related requirements. The ingredient has been incorporated into Catalogue II, allowing its broader use in cosmetic products. In addition, the revision standardizes the Chinese and INCI/English names of 49 existing raw materials listed in Catalogue I to improve consistency and regulatory clarity. The adjustment aims to support the safe use of new cosmetic ingredients, enhance standardization of ingredient nomenclature, and strengthen regulatory oversight of cosmetic raw materials in China.
