On 25th May, 2026, the European Chemicals Agency (ECHA) is progressing a REACH restriction proposal submitted by France concerning the use of octocrilene in cosmetic products within the European Union. The proposal seeks to restrict the placing on the market of finished cosmetic products containing octocrilene at concentrations equal to or greater than 0.001% w/w due to concerns regarding environmental hazards. According to the restriction dossier, octocrilene is considered hazardous to aquatic and sediment organisms, persistent and very persistent in the environment, toxic to ecosystems, and capable of bioaccumulation. The substance is also identified as a suspected endocrine disruptor for the environment. France submitted the restriction intention under the REACH Regulation, and ECHA is currently in the opinion development stage of the restriction process. The Annex XV restriction report consultation began on September 24, 2025, and closed on March 24, 2026. The proposal remains under scientific evaluation by ECHA’s Committee for Risk Assessment (RAC) and Committee for Socio-economic Analysis (SEAC). No final restriction has yet been adopted by the European Commission.
