On 23 April 2026, General Secretariat of the Andean Community published Resolution No. 2579 prohibiting the use of Bimatoprost as an ingredient in cosmetic products marketed within the Andean Community. The measure was adopted under the regional framework established by Decisions 833, 851, 857, and 944 concerning harmonisation of cosmetic product legislation and protection of public health. According to the resolution, Bimatoprost is an active pharmaceutical ingredient approved in the United States as a medicinal treatment for eyelash hypotrichosis, glaucoma, and ocular hypertension. The General Secretariat noted that scientific and technical evaluations identified systemic pharmacological activity associated with the ingredient, including stimulation of eyelash growth beyond superficial cosmetic action. Reported adverse effects include eyelid irritation, ocular inflammation, iris hyperpigmentation, skin discoloration, blurred vision, and eyelash loss or breakage. Based on recommendations issued by the Governmental Experts Group for Harmonisation of Health Legislation, the Andean Community concluded that Bimatoprost should not be permitted in cosmetic formulations due to potential health risks.
