On May 7, 2026, Taiwan’s Ministry of Labor announced a draft amendment to certain articles, Appendix 1 of Article 5, and Appendices 3 and 4 of Article 12 of the “Regulations for the Labeling and Hazard Communication of Hazardous Chemicals.” The public comment period will commence from the date of gazette publication and last for 60 days. updating the classification and labeling elements to align with the UN GHS (Globally Harmonized System) 8th revised edition and CNS 15030 national standards; adding a new hazard class for “desensitized explosives”; revising hazard classifications for flammable gases, aerosols, and pressurized chemicals; adjusting concentration cut-off values for respiratory or skin sensitizers (from ≥1.0% to ≥0.1%) and adding a cut-off value for aspiration hazard Category 1 (≥1.0%); requiring upstream manufacturers/importers/suppliers to correct any errors in safety data sheets within a prescribed period; and removing transitional provisions for transport labeling. The amendments will take effect on January 1, 2028, except for certain provisions effective on the promulgation date. Stakeholders are invited to submit comments within 60 days.
