Vietnam's Ministry of Health (MOH) issued Decision No. 1644/QD-BYT to announce amended and supplemented food safety administrative procedures under Resolution No. 21/2026/NQ-CP. The decision aims to simplify administrative procedures and decentralize regulatory responsibilities in the food safety sector. From 1 July 2026, authority for the registration of advertising content for health supplements (health protection foods) will be transferred from central authorities to provincial People's Committees and their designated agencies.
Provincial authorities will become responsible for reviewing and approving health supplement advertising dossiers within their jurisdictions. The decision revises procedures relating to the product declaration and registration of health supplements, covering both imported and domestically manufactured products. Administrative requirements and documentation for food safety procedures have been updated to align with the Government's administrative reform initiatives. From 1 July 2027, Vietnam will further streamline food safety procedures by removing certain declaration requirements related to food additives used for new purposes, shifting oversight toward compliance with the approved food additive framework.
The reforms are intended to reduce administrative burdens on businesses while maintaining food safety controls and regulatory oversight. Manufacturers, importers, distributors, and advertising authorization holders of health supplements will need to adapt their compliance and regulatory submission processes to the new provincial-level approval system. The amendments are part of Vietnam's broader program to modernize public administration and improve the efficiency of food safety management.
