On 10 June 2026 World Trade Organization (WTO) circulated a notification from Panama concerning a proposed Technical Regulation on the Implementation of the Globally Harmonized System (GHS) as the Procedure for Chemical Hazard Classification and Communication through Labels and Safety Data Sheets (SDS). The notification was submitted by the Ministry of Trade and Industry (Ministerio de Comercio e Industrias – MICI), Directorate-General for Standards and Industrial Technology (DGNTI). The proposed regulation covers protection against dangerous goods (ICS 13.300) and aims to implement the seventh revised edition of the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS), also known as the UN Purple Book, unless otherwise specified by the competent authority. It establishes requirements for the classification of chemical hazards and the communication of those hazards through standardized labels and Safety Data Sheets (SDS). The proposal is intended to improve consumer information and labeling practices, prevent deceptive practices, strengthen consumer protection, and safeguard human health and safety through harmonized chemical hazard communication. The proposed dates of adoption and entry into force are yet to be determined. Interested stakeholders may submit comments until 9 August 2026, providing a 60-day public consultation period from the date of notification.
