Cosmetics Technical Guidelines for Formulation Filling and Reporting

Cosmetic product formulas, in accordance with the "Regulations on the Supervision and Administration of Cosmetics", "Measures for the Administration of Cosmetics Registration and Filing," and other relevant regulations and supporting documents, the China Food and Drug Control on May 4, 2023, in order to further standardize and guide the filling and reporting of cosmetics, the Institute drafted the "Cosmetics Technical Guidelines for Formulation Filling and Reporting (Draft for Comments).

The concerns involved in the report are sorted out to give ideas and directions for filling in the product formula. This guideline combines the many conditions of raw materials used in cosmetic product formulations.

When completing the product formula conditions and the fundamental requirements of these guidelines, cosmetics registrants and filers should consider the real circumstances of cosmetics research and development.

This recommendation is applicable to the filling of cosmetic product formulations, including formulation ingredient requirements, formula filling form, raw material name, raw material content, use purpose, and formula table comments. Fill up the field with the raw materials' safety information.
