On 1 April 2026 National Institute of Technology and Evaluation (NITE) provides a dictionary file that can be imported into the "General Chemical Substances Manufacturing (Import) Results Notification Support Software" used under the Chemical Substances Control Law. This dictionary file assists companies in preparing accurate notification reports for the annual manufacturing and import volumes of general chemical substances. It contains linkage information between chemical substances regulated under the Chemical Substances Control Law and their corresponding CAS Registry Numbers (CAS RN), including MITI numbers (official gazette reference numbers). Important points to note: 1. The file includes not only perfectly matching CAS substances but also conditionally matching ones. Users must carefully verify the relationship between the actual chemical substances they handle and the regulated substances under the law. 2. The dictionary is intended solely to support notification of production/import volumes of general chemical substances. It is not for determining whether a substance is a new chemical substance. For new substance checks, users must refer to NITE's official database "NITE-CHRIP". 3. Some combinations of gazette reference numbers and CAS RN may trigger a warning message ("inappropriate combination") in the software. This does not necessarily mean the substance is new. The dictionary file is updated periodically. Users should follow the procedure described in the official software manual (available on the Ministry of Economy, Trade and Industry website) when updating it.
