"On April 29, 2025, the National Institutes for Food and Drug Control (NIFDC) of China issued new safety evaluation requirements for cosmetics that must be used in conjunction with instruments or tools. These guidelines exclude basic application aids such as brushes, air cushions, and perm tools, which only assist in rubbing. Under the new directive, the mechanism of any instrument or tool used with cosmetics must be clearly defined. The safety assessment of the cosmetic product must account for conditions involving the use of such tools. Importantly, these instruments must not:- -Possess cosmetic functions -Participate in the cosmetic formulation or reproduction process -Alter the mode or mechanism of action between the cosmetic and the skin Furthermore, if an instrument influences the transdermal absorption of the cosmetic, the evaluation must adjust the absorption rate of raw materials accordingly, typically applying a more conservative transdermal absorption rate."
