The EU circulated a draft Commission Implementing Decision updating the glossary of common ingredient names for cosmetic product labeling and repealing Implementing Decision (EU) 2022/677. In accordance with Regulation (EC) No 1223/2009, the decision revises the ingredient names used for labeling cosmetic products placed on the Union market. The updated glossary reflects internationally recognized nomenclatures, including the International Nomenclature of Cosmetic Ingredients (INCI), and includes amendments to account for new ingredient names currently in use.
The decision also corrects previously reported or omitted names and removes ingredients that are no longer used or have been replaced by INCI names. Additionally, ingredients used in perfume and aromatic compositions, previously listed but no longer used for cosmetic labeling, have been removed. The regulation mandates the use of Colour Index (CI) nomenclature for colorants, excluding those intended to color hair, with CI numbers now required as the common ingredient names for these colorants.
Economic operators are given a 12-month transition period to comply with the new glossary, with the option to start applying it immediately. The decision will enter into force 20 days after its publication in the Official Journal of the European Union. The comment by date is 12 May 2025.

Article 1 sets out the glossary of common ingredient names as referenced in Article 33 of Regulation (EC) No 1223/2009, which is attached in the Annex of the decision.

Article 3 allows economic operators to use the new ingredient names for compliance with labeling requirements starting from the date of entry into force, with the possibility to implement them immediately.
