The SCCS adopted this document on 30 April 2025, following a preliminary opinion on Hexyl Salicylate. It noted that the estimated toothpaste ingestion by children under 3 years old is higher than in past evaluations, raising safety concerns due to the narrow margin of safety (MoS) close to 100. As a result, the European Commission has asked SCCS to reassess the safety of Methyl Salicylate in cosmetic products for children aged 0–3. Based on SCCS/1658/23 and aggregate exposure data, SCCS recommends limiting Methyl Salicylate concentrations to 0.4% in toothpaste and 0.02% in other products for this age group. Additionally, the SCCS was asked to evaluate any further concerns regarding children's exposure to the substance in cosmetics. The mandate does not extend to environmental impacts, so environmental safety was not considered in this assessment.
