On March 13, 2025, the U.S. Food and Drug Administration (FDA) released summary data related to the mandatory registration of cosmetic product facilities and listing of cosmetic products. As part of the Modernization of Cosmetics Regulation Act of 2022 (MoCRA), manufacturers and processors of cosmetic products distributed in the U.S. must register their facilities with the FDA and renew the registration every two years. Additionally, a responsible person must list each marketed cosmetic product with the FDA, including product ingredients, and provide annual updates. Exemptions are available for certain small businesses and products or facilities already regulated as drugs or devices.
