"On April 7, 2025, the Cosmetic Ingredient Review (CIR) Expert Panel released final reports from its 172nd meeting held on March 13–14, 2025, addressing two amended safety assessments: 1. 2,4-Diaminophenoxyethanol HCl and 2,4-Diaminophenoxyethanol Sulfate – The Panel reassessed the safety of these ingredients, used as hair colorants in cosmetic products. After reviewing the available data, the Panel reaffirmed its 2007 conclusion that these ingredients are safe for use in hair dyes under current practices of use and concentration as described in the assessment. 2. p-Phenylenediamine, p-Phenylenediamine HCl, and p-Phenylenediamine Sulfate – The Panel also reassessed the safety of these ingredients, commonly used as hair dyes. The amended report concludes they are safe for use in hair dye formulations under present use and concentration conditions. However, they are not safe for dermal coloring applications such as temporary black henna tattoos or for use in eyelash and eyebrow dyes."
