Washington's CIR Expert Panel Releases Tentative Amendment Report on Public Comment for Basic Blue 7 and Propylene Carbonate in Cosmetics

"On March 21, 2025, the Cosmetic Ingredient Review (CIR) Expert Panel released a tentative report for public comment from its 172nd meeting held on March 13–14, 2025, regarding the safety assessment of Basic Blue 7 and Propylene Carbonate as used in cosmetics. 1. Basic Blue 7 is reported to function as a hair colorant. After reviewing the available data, the Panel concluded that the current data are insufficient to determine the safety of Basic Blue 7 under its intended conditions of use as a hair dye ingredient. The public is invited to submit comments or provide additional published or publicly shareable unpublished data within 60 days, by May 20, 2025, to support further evaluation. 2.The Expert Panel for Cosmetic Ingredient Safety has issued an amended safety assessment for Propylene Carbonate, a cosmetic ingredient used as a solvent and viscosity-decreasing agent. After reviewing the available data, the Panel concluded that Propylene Carbonate is safe for use in cosmetics under current practices of use and concentration, provided it is formulated to be non-irritating. The public is invited to submit comments or additional relevant data published or publicly shareable unpublished within 60 days, by May 20, 2025."
