"On April 10, 2025, the Cosmetic Ingredient Review (CIR) Expert Panel released amended safety assessments for Nelumbo nucifera-derived ingredients and Octoxynols as used in cosmetics. 1. Nelumbo nucifera-derived Ingredients: The Panel evaluated 14 ingredients derived from Nelumbo nucifera, commonly used as skin-conditioning agents and antioxidants. The assessment concluded that the available data are insufficient to determine the safety of these ingredients under current cosmetic use conditions. The Panel emphasized the importance of minimizing impurities such as heavy metals and pesticide residues in accordance with limits set by the FDA and EPA. 2. Octoxynols: The Panel reassessed 25 octoxynol ingredients used as surfactants in cosmetic products. It concluded that these ingredients are safe under current practices of use and concentration when formulated to be non-irritating, and noted the need to limit impurities such as heavy metals and ethylene oxide. For both assessments, the public is invited to submit comments or provide additional published or publicly shareable unpublished data by June 9, 2025."
