"On April 7, 2025, the World Trade Organization (WTO) circulated a notification submitted by the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu concerning the Amendment to the List of Ingredients Restricted in Cosmetic Products. The amendment aims to ensure the safety of cosmetic ingredients for human health through revised regulatory requirements, as proposed by the Food and Drug Administration (FDA). The Proposed date of entry into force is 1 July 2026 and final date for comment is 60 days from the date of notification (i.e. June 6, 2025). The some of the updated List of Restricted Ingredients in cosmetic products includes the following: 1) Allantoin (Maximum concentration: 0.5%) 2) Aluminum potassium bis(sulfate) (Maximum concentration: 1%) 3) Bismuth nitrate, basic (Maximum concentration: 3%) 4) Zinc 4-hydroxybenzene sulphonate (Maximum concentration: 2%) 5) 5-Hydroxy-2-hydroxymethyl-4-pyrone (Maximum concentration: 2%) 6) 4-Hydroxyphenyl-beta-D-glucopyranoside (Maximum concentration: 7%,Restriction: Impurity of Hydroquinone must not exceed 20 ppm) 7) 1,7,7-Trimethylbicyclo[2.2.1]-2-heptanone; Bornan-2-one (Maximum concentration: 3%, Precaution: Products that may be used for children under 2 years of age (except rinse-off products) must carry the warning: “Consult physician or pharmacist before use in children under age 2 years.”) 8) Methyl Salicylate (Maximum concentration: 1%, Precautions (except rinse-off products): Products that may be used for children under 2 years of age must state: “Consult physician or pharmacist before use in children under age 2 years.” Methyl salicylate shall not exceed 1.8 g per day to prevent salicylate intoxication, including dyspnea and central nervous system toxicity For individuals with idiosyncratic reactions to aspirin or salicylates, consultation with a physician or pharmacist is recommended 9) α-Hydroxy Acids (AHA) pH requirement: ≥ 3.5 For rinse-off products (e.g., shampoos or hair conditioners) with AHA concentration ≤ 3%, a pH range of 3.2 to 3.5 is permitted Restriction: Must comply with the Chinese National Standard: “Methods of Hygienic Test for Cosmetics - pH Value, Acidity and Alkalinity” (CNS 9036, Category Number: S2073) Precautions: May cause skin irritation; consumers with sensitive skin should perform a skin sensitization test before use, Consumers with damaged, wounded, or inflamed skin should avoid use, Infants and children are not appropriate users of the product, Discontinue use if abnormal skin reactions occur, If persistent inflammation or adverse reactions occur, consult a doctor, AHA-containing products may increase skin sensitivity to sunlight and risk of sunburn, Consumers should use sunscreen, wear protective clothing, and avoid sunlight for one week after use "
