On April 28, 2025, Japan’s Ministry of the Environment released the finalized National Implementation Plan for the Global Framework on Chemicals (GFC), aligning with the GFC adopted at the 5th International Conference on Chemicals Management (ICCM5) in 2023. The plan seeks to eliminate the harmful effects of chemicals and waste on human health and the environment through a comprehensive, multi-sectoral approach. Developed through inter-ministerial collaboration and public consultation (363 comments received), the plan includes five strategic objectives and 28 targets to manage chemicals across their entire life cycle—from production to disposal. Japan will use this plan to guide domestic policy and contribute to global GFC efforts, including sharing its practices at international forums such as the upcoming GFC Working Group meeting in Uruguay. The plan emphasizes cooperation across government, industry, academia, and civil society to ensure safe chemical management.
