The Australian Packaging Covenant Organisation (APCO) has launched a consultation on a strengthened, industry-led Extended Producer Responsibility (EPR) model for packaging. Running from 7 April to 16 May 2025, the consultation seeks feedback from APCO Members and Signatories on proposed changes to membership fee structures aimed at addressing persistent economic barriers to achieving the National Packaging Targets (NPTs). Despite voluntary efforts, these targets remain unmet, prompting APCO to explore a more sustainable and collaborative funding approach. The proposed model enables co-investment into system-wide circular economy initiatives aligned with APCO’s 2030 Strategic Plan. The consultation process includes a detailed paper, survey, and a fee model calculator to help stakeholders assess the financial implications. APCO emphasizes fairness, transparency, and informed decision-making as key principles guiding this transition.
