The European Chemicals Agency (ECHA) has announced that starting July 2025, all active Classification and Labelling (C&L) notifications submitted by a group of manufacturers or importers (MIs) for substances already registered under REACH will be annulled. This measure aims to prevent duplicate notifications by legal entities that have successfully registered their substances. To avoid annulment, notifiers must coordinate with others in their group to assign the C&L notification to a new lead notifier — a legal entity without an active registration for the substance. The transfer can be completed free of charge using REACH-IT’s legal entity change functionality and must be done before July 2025. Once annulled, the notification cannot be transferred, and a new one must be submitted by a new lead notifier. ECHA urges all affected parties to act promptly and offers support via a contact form on its website.
