On April 01, 2025, the Ministry of Economy, Trade and Industry (METI) added Poly(oxyethylene) alkyl phenyl ether (only those with an alkyl group containing nine carbon atoms) to the list of Class II specified chemical substances. This substance was deleted from the Priority Assessment Chemical Substances list and moved to Class II specified chemical substances. Poly(oxyethylene) alkyl phenyl ether is listed as NPE in the technical guidelines and marking notice. As per Articles 36 and 37 of the Chemical Substance Control Act, NPE is used as a water-based cleaning agent. NPEs are also used in cosmetics as non-ionic surfactants, primarily for their emulsifying and wetting properties, but their use is restricted due to environmental concerns related to their breakdown products.
