On April 25, 2025, the U.S. Environmental Protection Agency (EPA) released new resources to assist companies in meeting the requirements of the December 2024 final rule under the Toxic Substances Control Act (TSCA) for new chemical submissions. The rule clarifies the level of detail required for data elements that must be included in notices, provided the information is known or reasonably ascertainable by the submitter. Although updates to the Central Data Exchange (CDX) system were not finalized alongside the rule, companies are instructed to use the existing CDX workflow to meet the amended requirements. The newly released guidance explains how to properly submit data under the current system until CDX enhancements are complete. Once the system is updated, EPA plans to conduct outreach to stakeholders to ensure smooth adoption and eliminate the need for supplemental instructions. This interim support aims to facilitate compliance and continuity during the transition period.
