"The Centre for Food Safety (CFS) of Hong Kong is proposing regulatory amendments to address choking hazards associated with konjac-containing jelly confectionery, particularly mini-cup jellies. While konjac is generally regarded as a safe food additive by the Codex Alimentarius Commission, its firm texture and unique design can pose choking risks, especially to children and the elderly. The proposed amendments to the Food and Drugs (Composition and Labelling) Regulations (Cap. 132W) include: Size Restriction: Mini-cup jelly confectionery products with a height or width of 45mm or less should not contain konjac. Mandatory Warning Label: All prepackaged konjac-containing jelly confectionery products must display a bilingual warning: Chinese: 注意:勿一口吞食,長者及兒童需在監護下食用。 English: Caution: Do not swallow whole. Elderly and children must consume under supervision. The CFS is inviting public and industry feedback on these proposals until 8 June 2025.
